Salary: GS-15 ($143,736 - $191,000)

Your salary, including base and locality, will be determined upon selection, dependent on your actual duty location. Please note the maximum salary available for the GS pay system is $191,900. Role Summary

This opportunity is located in the Technology Transformation Services (TTS) Solutions Division’s Login.gov team. The Login.gov team is remote-first and is composed of experts across product development, software engineering, cybersecurity, and platform engineering.

Login.gov is the public’s one account for government, simplifying access to government benefits and services for members of the public by enabling them to reuse one secure account across government agencies, and improving the security of government systems by enabling agencies to leverage a shared technology service to provide strong authentication and identity verification services to their customers.This opportunity is located in the Technology Transformation Services (TTS) Solutions Division’s Login.gov.

As a Technical Product Manager you’ll lead a cross-functional team to deliver products using agile methodologies and modern software development practices while building capacity for product innovation in government.

Technical Product managers on our team are strategic thinkers who are comfortable defining a compelling vision and designing a measurable strategy to achieve that vision. Decisive leaders who know how to motivate cross-functional teams to build the right thing. Comfortable with the software development lifecycle, modern automated development and operation tools, and federal security and compliance standards.

Key Objectives

  1. Implement the product vision and lead end-to-end product development
    • Lead a cross-functional team to ensure product delivery.
    • Identify and proactively monitor and address product risks.
    • Work with the team to set and meet quality standards for any product you build.
    • Use evidence (user research, analytics, and other metrics) to make product decisions.
    • Energize and motivate the team by recognizing successes and learning from failures.
    • Lead cross functional teams to design, develop, and deliver digital products or services.
    • Develop products based on measured impact, such as time or money saved or value created.
    • Owning, developing and communicating the product vision and product roadmap.
    • Manage complex relationships, such as multiple internal partners, significant executive oversight, or multiple distinct user groups.
    • Extensive skill at modern product development practices including agile/iterative software development, use of open source tools or techniques, and user-centered product approaches.
  2. Build institutional expertise around product management
    • Share best practices and tools with your peers across the organization.
    • Stay on top of new technologies and how they could help solve government problems.
    • Pay attention to well-supported open source product offerings that can be reused in a government context to solve common problems.
    • Direct and share insights and opinions with other product managers, contributing to our growing culture of product management.
    • Develop and maintain positive relationships at various levels within an organization and champion diversity, equity, inclusion, and accessibility.
    • Work across roles and organizations to build strategic relationships, achieve common goals, and to resolve sensitive issues.
  3. Apply Technical Expertise
    • Develop and maintain knowledge of software factory and platform concepts and how they are leveraged in government.
    • Stay on top of new technologies and how they could help solve government problems.
    • Apply experience with cross-platform development and APIs.
    • Understand risk management frameworks and Authorization to Operate (ATO) concepts.
    • Keep up-to-date on policies, regulations, and requirements that impact digital services.
    • Drive and implement technology solutions that overcome significant challenges resulting from complex or bureaucratic environments or technically difficult problems.
    • Develop new insights into situations and question conventional approaches.
    • Keep up-to-date on policies and trends that affect the organization and shape stakeholders’ views.
    • Formulate and execute consistently against objectives and priorities.
    • Establish aspects of modern product development practices at the organizational level including agile/iterative software development, use of open source tools or techniques, and user-centered product approaches.

Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS:

  • Applying software design and information security principles, concepts, methods, standards, and practices.
  • Implementing and providing authoritative advice and guidance to a wide array of management, staff, and other stakeholders to ensure the confidentiality, integrity, and availability of digital services/platforms/products on a broad, complex spectrum impacting government entities.
  • Estimating resource requirements, defining milestones and deliverables, monitoring activities, and evaluating and reporting on accomplishments.
  • Collaborating across organizational/operational boundaries to build strategic relationships and resolving sensitive IT issues.
  • Leading a development project in software analysis, design, and/or development and implementation for a new system or enhancement to an existing IT system; including applying software development methodologies.
