Role Summary
The TTS Senior Advisor for Technology advises the TTS Director, Deputy Director, and Deputy Director of Operations on digital technology and IT architecture. This person helps identify cross-cutting technical challenges, evaluates possible solutions, and gets teams and stakeholders on the same page. They need to understand TTS' products, services, and operations, and bring that perspective to discussions and negotiations with TTS teams, other GSA offices, and external partners. The Senior Advisor also works with other advisors to ensure that policy, delivery, user needs, and technical perspectives are considered in TTS' leadership decisions.
Key Objectives
- Advise TTS technology programs, products, and services
- Offer expert technical advice on key digital technology issues affecting TTS.
- Act as the executive sponsor for testing and early adoption of new technologies across TTS products and services, providing guidance along the way.
- Work with the Director of Product Management to turn complex technical ideas into practical business strategies.
- Review how technology is used across TTS, assess risks and opportunities, research solutions, and suggest or implement improvements to overcome challenges, with input from the Director of Product Management.
- Collaborate with technical leads and the Director of Technology Operations to ensure that technical initiatives align with TTS goals and standards.
- Establishes technical standards across TTS, working with others in leadership, including Senior Advisors, the Directors of Technology Operations and Product Management, and engineering and security leaders.
- Evaluate and improve security processes across TTS by developing service level agreements (SLAs) and other enhancements, in partnership with the TTS Technology Operations Division and GSA-IT.
- Support TTS strategic development and execution
- Help shape high-level portfolio-level roadmaps, expectations, and milestones for TTS by defining technical outcomes that align with business goals, working with the Director of Product Management.
- Identify and solve technical challenges that could block priority projects.
- Lead cross-team efforts to improve the use of common tools, platforms, shared contracts, and processes, ensuring they support TTS’ overall goals, in partnership with the Director of Product Management and Technology Operations.
- Work with the TTS Senior Advisor for Technology Policy to provide input on technology-related legislation and policy, helping to advance TTS’ strategic goals in government policy.
- Represent TTS and build strategic relationships
- Represent TTS and its products and services in various settings, including meetings with stakeholders, interagency bodies, the White House, and Congress, working with the TTS Senior Advisor for Technology Policy and the Director of Product Management.
- Work with GSA’s CIO, CISO, and CAIO, and their teams, to ensure that TTS’ needs are considered and met in GSA policies and to support a forward-thinking enterprise technology strategy for GSA.
- Advocate for TTS' technical priorities and policies with agency partners, end users, and governing bodies.
- Collaborate with other GSA divisions and government agencies to expand the reach and effectiveness of TTS’ products and services.
- Attend or speak at conferences and events to boost TTS’ technical leadership, support recruitment, and build connections with technology leaders in government and the civic tech community.
Qualifications
SPECIALIZED EXPERIENCE REQUIREMENTS:
To qualify, you must have one (1) year of specialized experience at the next lower GS-grade (or equivalent). Specialized experience is:
- Partnering with senior leadership and senior stakeholders across teams or enterprises to achieve organizational goals;
- Working with, or leading, teams of individuals from one or more professional disciplines devoted to digital service delivery, such as software engineers, product managers, user experience designers, content strategists, agile project managers, or other digital service delivery disciplines;
- Supporting the overall planning, management, and direction of a technical program or product;
- Experience developing, or leading the development of, cloud-based infrastructure and software in commercial or government cloud environments, and
- Working on a digital product or service that required balancing user experience with security or privacy considerations.
